My Con Ed bill this month was over $900.

I called them and they are having someone come investigate the meter on Thursday. The usage graph they include with every bill shows me using more than twice as much electricity than last August, which I contended was impossible. The only new things in this apt compared to last August are my roommates' two laptops and a fan. Sure, I might think it would be a little higher, but I ran the AC practically nonstop last year, too, so double, no. I didn't get new ACs or a second fridge. My bill started being high in Feb, when the people across the hall moved in, so I want them to look into that.

I would keep on them to see if you can get a credit or something. Just be polite, but persistent.

[Not a lawyer, but] it sounds like the kind of thing where Con Ed isn't responsible really, and you'd have to bring the neighbor to small claims, but the neighbor is the kind of person who shamelessly steals his neighbor's electricity, so you'll get a judgment but it'll be a pain to collect.

That's exactly what I thought. My guess is, prior to this bill that is frozen and I won't pay, and assuming exactly half of my bills have come from them, that I've paid about $915 of their electric bills. Which would be nice to get back, but would probably cost more to get it.

I think your best bet is to try to badger Con Ed into giving you a credit or something. They probably can't give you money because they're regulated to hell and back, and because, well, **** you you're some guy. But $915 probably isn't that much to them, so complain a lot.

The possible exception might be if the tenants didn't realize were stealing your electricity and you're like "hey dude, this is what's been going down." People are generally fearful of being unlawful and will try to make some restitution.

Honestly, you might want to talk to a laywer/law clinic type. A lot of people will give you a free consultation too, although maybe not for a ~$900 case.
