Difficult times came for the Office of Homeland Intelligence Operations (OHIO), a top-secret domestic spying agency of the US federal government, when its program of spy drones disguised as birds was revealed on Facebook. OHIO agents quickly scrapped the drones, but tried to salvage the idea of birds as spies. A supervillainous planeswalker, offered amnesty in exchange for giving OHIO some help, provided a tiny magical crystal that could deepen a bird's spiritual connection with the mystical Plane of Air. Through a humorous and incredibly unlikely chain of events, the crystal ended up on a field in Vermont and was eaten by a cow; the cow was made into a kosher-style hot dog served by a Nathan's Famous® stand on the boardwalk of Freedom City; and a passing seagull snatched the hot dog before a portly young boy could eat any of it. Devouring it, the gull was soon imbued with expanded intelligence and telekinetic control over air.

The beneficiary had previously been an ordinary 11-year-old male ring-billed gull (Larus delawarensis). Dubbing himself Larry the Laridaeous Aerialist, the gull put his natural skills in swiping stuff and getting away with it to work as a professional thief. Larry found, however, that relatively little human wealth was necessary to supply himself with all the snacks he could imagine; and a brief but extremely embarrassing stay in a prison for supervillains, in which Time magazine dubbed him the year's cutest criminal, turned him off super-crime for good. He's gone straight and he now uses his powers to get some long-yearned-for respect, even if he still finds loosely held bags of french fries hard to resist.

Larry is 1'8" long, with a wingspan of 3'6". He weighs well under 2 pounds. His costume consists of three adorably seagull-sized items: goggles, a green scarf, and green sneakers. Sometimes he leaves these behind so he can pass as an ordinary seagull.

Larry has a nest, actually an expensive dog bed with a roof, near an observation deck on a skyscraper in downtown Freedom City.

• Motivation (Respect): Larry wants to be taken seriously as a person of worth, for some value of the terms "person" and "worth".
• Motivation (Love): Gulls are often devoted fathers, and Larry wants to settle down and have some chicks someday, which probably means he needs to get with a female gull. Trouble is, getting his cloaca wet with an ordinary bird feels very wrong now. Will he ever find love?
• Quirk (Gluttony): In truth, Larry's greatest love will always be junk food, and even if he's supposed to be a good guy, he still thinks it tastes best when it's stolen from somebody who's about to eat it.
• Power Loss (Vacuum): Larry's powers can only move preexisting air; he can't create (or destroy) air. In a vacuum, or a fluid medium with no intermixed air, he has no air to work with.
• Power Loss (Planar Blockage): Whenever Larry's interdimensional connection to the Plane of Air is somehow cut off, his powers are disabled and his Intelligence drops to −4.
• Enemy (OHIO): OHIO, which is a sluggish but well-funded organization, wants a tiny crystal that's currently embedded in the lining of Larry's gizzard.
