Mysteriously, you aren't allowed to leave the post body empty even for the topic post of a poll.
Edit: You can edit the post body as normal, but not the poll question or poll options.

I forgot to try if you can use HTML tags in poll questions or poll options, but knowing GameFAQs, you can't. After all, topic titles were still ASCII-only the last time I checked.

I checked in new-topic preview and found that, indeed, non-ASCII characters aren't allowed and HTML is ignored. The error message for using a non-ASCII character is "The poll option you entered (#) contains one or more unencodable characters." "Unencodable"! Have these people ever heard of UTF-8?
